The Marine Spatial Plan (MSP) for the Coelacanth National Park (PNCœ) is the first planning instrument developed for this protected area, providing a science-based, community-informed roadmap for the sustainable management of one of the Comoros’ most biodiverse marine landscapes. Developed under the UN Decade on Ecosystem Restoration’s SIDS Restoration Flagship, it establishes an integrated spatial framework that balances ecosystem protection with local livelihoods, climate resilience, and emerging blue-economy opportunities.

Drawing on rigorous scientific assessments and extensive consultations with the 15 surrounding communities, the plan identifies key ecological features, major pressures, and priority zones for conservation, fisheries management, ecotourism development, and coastal resilience. It sets out clear spatial guidance, governance measures, and restoration actions aimed at safeguarding critical habitats including coral reefs, seagrass beds, mangroves, and turtle nesting beaches while also supporting sustainable livelihoods and reducing resource-use conflicts.

By aligning ecological priorities with community aspirations and national objectives, the MSP provides a robust foundation for the long-term management of the Coelacanth National Park and contributes to wider national efforts to advance integrated, sustainable ocean governance and a transition toward a resilient and inclusive blue economy in the Comoros.
